On the morning of February 24, 2025, at 10:00 AM, a symposium on privately-owned enterprises in Jinzhong was grandly held in the multi-functional hall on the third floor of the Yijing Hotel. The meeting was presided over by Chang Shuming, Secretary of the Municipal Party Committee, and Liu Xing, Deputy Secretary of the Municipal Party Committee and Mayor. Other municipal leaders, including Feng Xiaolei, Deputy Secretary of the Municipal Party Committee and Secretary of the Political and Legal Committee, were also in attendance. Heads of 27 functional departments, including the Municipal Procuratorate, the Municipal Development and Reform Commission, and the Municipal Science and Technology Bureau, participated in the meeting. The meeting, themed "Optimizing the Business Environment and Revitalizing Private Enterprises," aimed to build a bridge for communication between government and enterprises and jointly discuss development strategies. It focused on the in-depth study and implementation of the important speech delivered by General Secretary Xi Jinping at the symposium on private enterprises. Participating enterprises covered the primary, secondary, and tertiary industries, including representatives from top 500 companies and industry leaders such as Dongfang Hope Jinzhong Aluminum, Zhejiang Geely Automobile, and Shanxi Yinsheng Technology. Through policy interpretation, speeches by municipal leaders, and presentations by enterprises, the meeting focused on the pain points and opportunities in the development of private enterprises, emphasizing technological innovation as a driver, deepening "close and clean" government-business relations, and injecting new impetus into the high-quality development of the private economy.

Xue Zhaohui, Chairman of Shanxi Huineng Technology, and representative of a development zone enterprise, was invited to attend the meeting. Chairman Xue Zhaohui, drawing on his company's experience, put forward three suggestions: firstly, increase policy support for "bottleneck" technologies; secondly, promote in-depth integration of production, education, and research; and thirdly, optimize the financing environment for small and micro enterprises. He emphasized the importance of building a solid foundation for development with the determination of "sharpening a sword for ten years," rejecting short-term profit-seeking and adhering to long-term value. At the same time, he highlighted the importance of targeting the development coordinates of new-quality productivity, accelerating the creation of a modernized industrial system that showcases Jinzhong's endowments. He advocated for using comprehensive deepening reforms as a driving force to fully activate the endogenous driving force and innovation vitality of market entities. Simultaneously, he stressed the importance of resolutely shouldering the political responsibility for food security, deeply implementing the experience model of the "Millions of Projects" (referring to the rural revitalization strategy), continuously consolidating and expanding the achievements in poverty alleviation, and comprehensively promoting high-quality integrated urban-rural development.

This meeting gave Chairman Xue Zhaohui a profound understanding that "innovation is the only way out for private enterprises." He frankly stated: "Government policy support and the enterprise's self-innovation are both indispensable. In the future, Huineng Technology will actively respond to the call of the Municipal Party Committee, focus on 'new-quality productivity,' and continuously achieve technological breakthroughs." Looking to the future, Chairman Xue Zhaohui proposed that private enterprises should adhere to "three persistences": persist in innovation-driven development, leading the market with technology; persist in open cooperation, integrating into the regional industrial chain; and persist in social responsibility, contributing to green transformation. He firmly believes that under the dual impetus of policy "spring breeze" and the "resilience" of private enterprises, Jinzhong's private economy will surely usher in a broader future. This symposium was not only a platform for government-enterprise dialogue but also sounded the charge for the high-quality development of the private economy.
