Owner Profile: The Jineng Holdings Xuangang Power Plant includes Phase I and Phase II projects. Phase I installed two 660,000 kW domestically produced supercritical coal-fired air-cooled units. Construction began in August 2007, and the two units successively passed the 168-hour trial operation in June and July 2010, and are operated by Tonghua Power Company. The Phase II project is undertaken by Jinkong Power Tongxing Shanxi Power Generation Co., Ltd. It was approved by the Shanxi Provincial Development and Reform Commission in December 2024. The plan is to build two 660,000 kW ultra-supercritical, once-reheat, air-cooled coal-fired generating units and auxiliary facilities, and simultaneously construct environmental protection facilities such as desulfurization, denitrification, and dust removal that meet ultra-low emission requirements. The design coal consumption for pure condensation power generation is 284.89 g/kWh, and the designed annual coal consumption is 3.32 million tons. The project is located in the reserved factory site north of Tonghua Power Company (Phase I) in Xuangang Town, Yuanping City, Xinzhou City, Shanxi Province. The dynamic total investment is 5.079 billion yuan, of which 20% is equity capital, self-raised by the enterprise, and the remaining funds are obtained through bank loans. This power plant is a key project of the Jineng Holdings Group Xinzhou Integrated Energy Base. As a coal-electricity integrated pit-mouth power plant, it is highly competitive. After completion, it will change from coal transportation to power transmission, avoiding long-distance coal transportation, achieving efficient resource development and utilization, and complying with the national "coal-electricity joint operation" industrial policy. It has significant meaning for promoting the economic development of Shanxi Province and improving the regional air quality.
