Owner Profile: Jineng Holdings Guojing Power Plant, located in Wenshui Economic Development Zone, L"vyang City, was established in July 2009 by Jineng Power Group Co., Ltd. and Shanxi Jindi Coal and Coke Co., Ltd. with a shareholding ratio of 51% and 49%, respectively. It is a resource-integrated utilization enterprise with a total investment of 4.913 billion yuan. The power plant constructs and operates a 2×350MW low-caloric coal-fired power generation project, using gangue, washed middlings, and coal slime as fuel, using urban reclaimed water as a production water source, and employing energy-saving and environmentally friendly measures such as supercritical circulating fluidized bed boilers and high-efficiency bag dust removal. It uses the world's first 350MW supercritical circulating fluidized bed boiler, achieving efficient utilization of low-quality coal. A closed-type coal storage yard is built to greatly reduce pollutant emissions. It also provides industrial steam for the park and centralized heating for residents in Wenshui County, with a heating area of up to 4.5 million square meters, replacing 143 scattered small heating boilers in the area. At the same time, the power plant has a supporting 2×2 million tons/year solid waste comprehensive utilization project. Following the principles of the building materials industry, it uses a new dry process pre-decomposition kiln production line to produce 2 million tons of cement annually using ash and slag from the power generation project. It also has a supporting 9MW pure low-temperature waste heat power generation system. In addition, it has jointly built a cement kiln co-processing hazardous waste project with Shanxi Guojing Solid Waste Disposal Co., Ltd., which can handle 25 types of hazardous waste with an annual disposal capacity of 60,000 tons. On September 18, 2015, unit 1 successfully passed the 168-hour trial operation and simultaneously achieved ultra-low emission of pollutants from coal-fired power plants, and was officially put into commercial operation; unit 2 is expected to complete the entire set of startup and 168-hour test by the end of the year. After the commissioning of the two units, the annual power generation will reach 3.85 billion kWh. The completion of this power plant is of great significance to improving the environmental quality of Wenshui County and promoting local economic development, and also contributes to promoting regional circular economy development and achieving green transformation.
