National Energy Shaanxi Binchang Power Plant, the full name is Shaanxi Binchang Wenjiapo Power Co., Ltd., located in the Binzhou Economic and Technological Development Zone, Xianyang City, Shaanxi Province. It is jointly funded and constructed by Shaanxi Binchang Mining Group Co., Ltd. and National Energy Group Guoyuan Power Co., Ltd. with a shareholding ratio of 51% and 49% respectively. It is the first project in the national coal industry that integrates "comprehensive utilization of solid waste and mine water" and "mine geological environment restoration and land reclamation", and is a demonstration project for ecological restoration in the Yellow River Basin.
The No. 1 unit of the first phase of the power plant is a "dual demonstration" project of science and technology and electricity approved by the Ministry of Science and Technology and the National Energy Administration. It is also the world's first 660-megawatt high-efficiency ultra-supercritical circulating fluidized bed (CFB) coal-fired power generation project, which officially entered commercial operation on November 27, 2024. It adopts a number of world's first technologies and is equipped with the world's first 660-megawatt high-efficiency ultra-supercritical circulating fluidized bed boiler, with a main steam pressure of 29.3 MPa, a main steam temperature of 605°C, and a reheat steam temperature of 623°C. Among similar units, it has the largest capacity, the highest parameters, and the highest efficiency. It integrates ultra-low emission, ultra-high parameters, and ultra-low energy consumption. Compared with the supercritical scheme, the unit's power generation coal consumption is reduced by 19 grams per kilowatt-hour; it adopts a semi-dry desulfurization process, with a desulfurization efficiency of no less than 98%, and the sulfur dioxide emission concentration at the outlet of the desulfurization device is no more than 35 mg per standard cubic meter, and the dust emission concentration at the outlet of the bag filter is no more than 5 mg per standard cubic meter. The desulfurization and dust removal efficiency are at the international leading level; it also adopts a design scheme that combines the hopper and ash silo of the bag filter, reducing investment by 8 million yuan and reducing the plant power consumption rate by 0.1%. At the same time, this unit adopts a deaerator-free reheating system scheme for the first time in China and is equipped with a high-output screening and crushing system for CFB units.
After the project is put into operation, it can generate 3.3 billion kWh of electricity per year, and can cleanly convert about 1 million tons of low-calorie coal and low-quality fuel such as coal slime and gangue every year, and consume about 1 million tons of mine drainage water; if both units are completed and put into operation, the annual power generation is expected to be about 5.8 billion kWh, converting 2 million tons of low-calorie coal and other waste, consuming about 2 million tons of mine drainage water, and the 6 million GJ of heat produced can also meet the needs of urban heating in Binzhou City and industrial steam in the energy and chemical park, playing a key role in promoting the clean and efficient use of coal, alleviating regional power shortages, and promoting local economic development.
