Owner Profile: Gansu Electric Power Investment Changle Power Plant is located in Guazhou County, Jiuquan City, Gansu Province. This project considers two alternative plant sites: Liugou site and Shuangta site. Water source is selected from Shuangta Reservoir surface water. Coal is supplied by Hami mining area, Shenhua Xinjiang and Mulei Kaiyuan Coal Mine, using railway transportation. The position of the automobile coal unloading ditch is reserved, and two circular coal yards are set up. The ash field is a flat ash field. The Liugou site uses Liugou A ash field and Liugou B ash field, and the Shuangta site uses Shuangta ash field. The initial construction project has a 3-year ash storage. Invested by Gansu Provincial Power Investment Group Co., Ltd., mainly building a new thermal power capacity of 4 million kilowatts, it is planned to use 4 units of 1 million kilowatt ultra-supercritical air-cooled units. The annual coal consumption is about 10 million tons, using coal from the Hami area of Xinjiang as the coal source. The annual water consumption is 7.14 million cubic meters, and water is taken from the nearby Shuangta Reservoir. This phase constructs 2×1000MW ultra-supercritical indirect air-cooled units, reserving the conditions for expanding 2×1000MW units. At the same time, desulfurization and denitrification devices are equipped. This project is a peak-regulation power generation project supporting the Jiuquan-Hunan ±800kV ultra-high voltage DC power transmission project, with a total investment of 13.4 billion yuan. At present, the project construction planning scheme has passed two rounds of evaluation and demonstration conducted by authoritative institutions such as Zhongzi Company and the Electric Power Planning Institute commissioned by the National Energy Administration. The project is planned to officially start construction in August this year, and it is expected that two units will be completed and put into operation in August 2018, and all four units will be put into operation in 2019.
